South Sudan Opposition Boycotts Parliament

Opposition parties in South Sudan say they will boycott parliament until the ruling party reforms the country’s powerful intelligence service. A senior official from the Sudan People’s Liberation Movement said the boycott would continue until the government presents a timetable for the reform of the national intelligence service. The 2005 peace deal that ended Sudan’s north-south civil war included a new democratic constitution limiting the powers of the security service to gathering intelligence. However, opposition MPs say a National Security Forces law currently tabled in parliament would allow the intelligence service to retain widespread powers of arrest and search. The powerful security forces have been blamed by opponents for mass murder and torture during the north-south civil war.
